Development of Standard Lecture Program for Nation-wide Smoking Cessation Reimbursement Program

Abstract
From January 1 2015, cigarette tax was raised by 80% in Korea. In addition to increased price, reimbursement for nation-wide smoking cessation treatment was launched in February 25, 2015. Because human resources for treatment of tobacco use were insufficient, Korean government decided to train healthcare professionals such as doctors, dentists, Korean traditional doctors, and nurses to provide counseling and practice about smoking cessation. Korean government and National Health Insurance Service requested development of the standardized lecture program for training healthcare professionals to the Korean Society for Research on Nicotine and Tobacco. The task force composed of fifteen professionals who had the specialty about smoking cessation reviewed other training program such as USA, Japan, Canada, UK, and Korea and modified the core competences to be needed in treatment of smoking cessation; health consequences of smoking, tobacco control policy, understanding of tobacco use disorder, principles of tobacco use disorder treatment, principles of pharmacotherapy, strategies for relapse prevention, and understanding of non-cigarette type tobacco (E-cig, smokeless tobacco, water pipes, and rolling tobacco). We hope this work to describe the progress of development can be helpful to further activity to make another professional program for treatment of tobacco use in the future.
